Harmonisation, Accreditation and Quality Assurance in African Higher Education (HAQAA2)

“Harmonisation, Accreditation and Quality Assurance in African Higher Education” (HAQAA) is an initiative that has set itself the goal of supporting the African partners in developing a harmonised quality assurance and accreditation system at institutional, national, regional and pan-African level.

The project is being funded by the EU Commission in connection with the strategic Africa-EU partnership. HAQAA 1 was implemented from 2016 to 2018.
HAQAA 2 (2019-2022) will build on the results of the first project phase and focus on the sustainable establishment of continental quality assurance standards through partnership-based political dialogue and capacity building. For the project HAQAA 2, the DAAD is collaborating with an international consortium made up of the following partners: the Association of African Universities (AAU), the European Association for Quality Assurance in Higher Education (ENQA) and OBREAL Global Observatory (consortium leader).

Role of the DAAD

The DAAD is primarily involved in implementing the goal of supporting African universities in establishing an internal quality assurance culture. In doing so, the DAAD will be able to draw on its longstanding experience and expertise in partnership-based capacity building in the field of quality assurance in higher education. In connection with the DIES programme , the DAAD and the German Rectors’ Conference (HRK) have collaborated successfully with regional partners in Africa in this field for many years.

Together with regional experts from African regulatory authorities and university networks such as CAMES, IUCEA, SARUA or ANAQ-SUP, CNAQ and NAQAAE, an individually tailored continuous training programme is being developed based on the African Standards and Guidelines for Quality Assurance (ASG-QA) which introduces the various instruments of the PAQAF while at the same time offering a platform which will enable participants from the participating African countries to engage in dialogue with each other as well as with the African and European trainers.

The HAQAA training course coordinated by the DAAD entitled “IQA-4-Africa – From Pan-African Policy to Practice” uses a blended learning concept in which preparatory online seminars are combined with a one-week face-to-face session. In total, two anglophone and two francophone trainings will be offered in the course of the project for four cohorts, with the countries of the AU grouped according to regional and linguistic criteria.

In order to enhance the impact of the training activities and establish a network for the sustainable dissemination of the course content at a national and institutional level, a train-the-trainer seminar as well as dissemination projects will also be offered for selected HAQAA training course alumni. The aim of this will be for participants to implement multiplication projects in their home countries: these are to be co-funded by the HAQAA initiative and will seek to contribute to more intense local dissemination and institutional establishment of the ASG-QA.
